Cant Fish with Bass Boat

Well i bought a Bass Boat but i cant fish with it only drive around but when i click Fish, nothing happens...
any help?

Please try this: Make sure the boat is stopped and throttle is at zero, and press "S" for "switch seats". I've heard of some cases where the button on the screen won't work but the keyboard shortcut still will. I'll try to figure out why the button isn't working.
