it certainly can
i do believe that both Stanley and Roger have run it on Windows 8
i have given it a try but find my controller(mouse) is a little slow so you may have to re-adjust some settings to your controller....
i have gone back to Windows 7 as it is the better OS for my laptop on which i play RWFF

Rwwalleye here. When you start game go to Options and Change Game Resolution to 800 x 600. You play with a 2/3 of a screen but it works fine. It also makes it easier for me when I go to post the caught pictures to prepare to send to the forum. Try that and I think you will really enjoy RWFF. I also updated to Windows 8.1 it corrected a few glitches that was in the programming of Windows 8 and the update is free. Rwwalleye (Roger)
